Scanner is probably the best way.

You can pipe the output of scanner directly into usam for a restore, but
that requires very strong knowledge of what's on the tape where.  If you
don't have that information, then it would probably be too difficult.

(You say the backup server doesn't have the indexes...  Does information
about the volumes exist elsewhere?  Is there a bootstrap on one of the
tapes?)

Instead, you can scan them first to create the indexes, then determine
exactly what you need to restore.
