[Networker] Client exited with return code 9

Hello,
We just installed a Networker client on a W2000 server, just
like many others we've done
before. But this backup continues to fail with messages that look
like this:
07/01/05 13:02:57 nsrd: savegroup info: starting failedfull (with 1
client(s))
07/01/05 13:03:37 savegrp: command 'savefs -s tapes.dfci.harvard.edu
-c ennui -g failedfull -p -l full -R -v ' for client ennui exited with
return code 9.
* ennui:All Connection refused
07/01/05 13:03:37 savegrp: ennui:probe will retry 1 more time(s)
07/01/05 13:04:17 savegrp: command 'savefs -s tapes.dfci.harvard.edu

I can't figure out why the connections are refused. We don't believe
there is any
firewall software on this machine. We've thought about any normal
channels.
any ideas?
