I need to change the Default pool to allow recycling to

There is no \nsr\res\nsr.res to edit :(
Is this info kept in the registry?

How do I accomplish this?

I am not sure. What you want to do may be possible, but it is not advisable. Why don't you create a tape pool that has the parameters you want and manually relabel or delete any recyclable tapes you already have in the Default pool, or write a script to do it?
