For windows clients.
Try to use "NetWorker Change Journal Manager" on your client with enabling
in it both options.
After this  need to perform FULL backup and after it incremetal backups are
not large.

At other way you can use FSUTIL on client to delete and re-create USN
journal, and make full backup after this, but I not tested this way.
