This is from EMC:
1 cpu = tier 1
2 cpu = tier 2
4 cpu = tier 3
8+cpu = tier 4
Its still a little fuzzy about how Hyper-Threading affects this...

Will a tier 1 SQL module license work on a two CPU windows box? I have asked
our vendors
for quotes. One said a Tier 1 license will work, the other said I need a
Tier 3 license.
