The time listed here corresponds to the time of the backup.

If a file gets backed up say 4 times, you will see 4 backup times. The
marked one would be the latest one.

To recover an older file, you can select View...Change Browse Time and mark
an older time for recoveries.

Can someone tell me what the info is in the Versions window?

 

For example, in Networker Recover, I choose a directory to recover, then
View. Versions.

It lists Backup time, Location then a line that looks like an 'ls' command.
What does the time listed there correspond to?
