The less you specify, the more likely that the pool will be used.
If you want a pool to be used for a particular group, don't bother
filling in the level, the device, or the client at all. Just leave them
blank.
So maybe one pool that just has all the 'non-full' levels selected.
Then maybe a pool with just 'full' selected for the normal fulls, and a
third with 'full' and the group used for the monthly fulls.
That's just an example. Other solutions may be better for you.
