It's up to the kernel maintainers to decide when to up-rev any particular third party modules. I suppose RedHat could supply their own mods to the kernel in their distro but I don't think this is common practice.

;-) It is for Red Hat. In my workgroup, the Red Hat ES/AS 3 kernel is known
as the "Frankenkernel" because RH has grafted so much nonstandard stuff
onto the stock 2.4.x kernels.  The backport from the 2.6 series of the
New POSIX Thread Library (NPTL) was especially "monstrous".


All the major linux distributions ship kernels with hundreds of patches over the kernel.org sources. The "enterprise" versions in particular are heavily patched because the vendors are trying to maintain kernel API stability while back-porting newer features to their kernels.
