just by putting only backup-volumes in lib from location 1
and clone-volumes in lib from location 2 would do the job.

You could also play with storage node affinity and clone
storage node affinity of your clients, combined to device
selection at pool level to achieve same result, having, in this
case both backup and clone volumes in both libs (like for cross-backups)
