True, only this time Windows doesn't toggle the archive attribute. So, if you do a full, change a file, do an incremental, then do three more incrementals it will backup that changed file four times. Only the next full will toggle the archive bit on the files.

You can search the archives for a NSR_ARCHIVE_something environment variable you can set on the client to make it respect file timestamps instead of the archive bit. There are some scenarios where this is a good idea, and some where's it not. This has been hashed over in the archives.
