do you stage with scripts?
do you verify only to stage when !incomplete or otherwise aborted ?
I would check the full flags of the ssid inquestion with
mminfo -av -q'ssid=<ssid>' -r 'ssid,cloneid,pssid,ssflags,clflags,name,client'
maybe that will give a clue
