I've never see that error.

Just speculating, tape relabels delete all the media indexes as the tape
is rewritten.  If the media database is not available for this
operation, the relabel fails.

Normally deleting a volume should be pretty quick.  Do you notice
nsrmmdbd taking significant CPU time on the master?  I might be tempted
to restart the daemons on my master if the media database seemed idle
but the error persisted, and it was convenient to do so.
