There's really not much difference.

'scanner' simply reads a tape, linearly.  It may start at a particular
point, or decide it's done.  While scanning it may dump the data, or
build indexes.  Assuming you're limited by tape speed, both scanner and
some type of restore or clone would be about the same speed.

Clones and restores would use the media database to find exactly where
on the tape a particular client's savesets were, and would only copy
that data.

'scanner' wouldn't know in advance where a client was, so it would just
read to the end of the tape anyway.  That's why the '-c' wouldn't buy
you much.  The -S <ssid> is different.  There's only one (hopefully)
ssid on a volume.  So once the ssid is finished, scanner can stop.
