As Darren has since pointed out, nsrck -L7 does not exist in NetWorker
pre-6. There is no direct equivalent. You can recover the index from
tape using normal restore procedures, but that's not as good because it
will replace the existing index whereas nsrck -L7 merges the recovered
index with the existing index on disk.

NetWorker 6 provided vast improvements in index handling and in media
database stability. Prior to that it was fairly common to experience
media database corruption, often with disastrous results, and it seems
this may be what you are suffering from. NetWorker 6.0 was released in
2000, so is quite an old release. NetWorker 5.5.1 was probably about a
year before that, so is even older. Why on Earth are you running a 5
year old (and unsupported) version of something as critical to your
enterprise as your backup server software? 5.5.1 might have been state
of the art at the end of the last century, but now it's decidedly
wrinkly. Assuming you manage to get through the problem you are
currently having, I strongly recommend that you upgrade your server
software (and client software too if possible) to 7.1.something, which
is incrementally better still than 6.x. Quite honestly if you don't
you're a fool.
