I believe it is retroactive, but you would want to check it.  'nsrim'
with some verbose flags would probably tell you.

No it will only start with save sets written after the change. The
retention is a value in the media DB that can be changed manually if
your wish, using nsrmm.

Note that there is a significant change here from NetWorker 5.x and before.
