Do an inquire -cl to verify the OS sees all the drives, if not reboot.

This seems very suspiciously like a "SCSI ID has moved" issue I have had
numerous time ...

A quick way to test for this is to manually from the front panel of your
library load tapes into all of your drives.

Then, from Legato try and mount one of the drives and see which drive is
being used. My guess is that you will see the drives trying to work vice
versa. (When you issue a Library command - the library knows which one of
its physical drives is drive 0 or 1. But when you issue a OS command like
mount (etc) it talks to the wrong address and you get the tape read open
errors).

It is sometimes fixed easily by re-creating your jukebox - but - as I have
found before - sometimes you need to make sure the drive scsi addresses are
fixed (especially in the fibre channel world), by statically assigning them
etc...

Before you take that step, you should verify that you can write to each
tape drive from the operating system; not with NetWorker. Also, you did
not say anything about why the two tape drives were replaced. If there is
a problem still with the tape drives, replacing the jukebox entry will
probably accomplish nothing useful.
