When you do a backup, the two should be identical.  At some point in the
future, you may instead recover the media information (via nsrck L7 or
via scanner for instance).  If you do that, then the sscreate would be
the original time, while the ssinsert would be the new time.

Without history, it's impossible to say.  Did you run 'scanner' or
attempt to recover indexes via nsrck on 4/5/01 and 9/23/03?
