I was just looking through the "Fixed Bugs" list for
Networker 7.1.1.   And believe me, I've occasionally
experienced this problem on all version of Networker
for Linux...   Here it is:

On Linux, the tape library did not eject the tape and NetWorker kept
attempting to unload it. The eject command was not retried, and the
tape was not unloaded. This has been fixed so the following error
message is reported:
opening: Device or resource busy


I haven't installed 7.1.1 yet (still on 7.0) but this
looks promising.
