The transition from browseable to recoverable (or browseable to
recyclable) includes deleting the file indexes for that saveset.
Without that information, browsing isn't possible.

You can change from recyclable to recoverable to prevent the data from
being overwritten, but to go to browseable you must replace the file
indexes.

This can be done either via scanning of the tape containing the original
saveset, or by nsrck -L7 to reload and merge an older copy of the
indexes from tape.
