Perhaps counter-intuitive, yes, but it is normal for NetWorker to do that.
It's documented that way, and it's been discussed on this list several times.
It's caused problems for lots of people, I'm sure.

If you need to keep data long term (past its default retention), you need
to do at least one of:

- change the retention time for the savesets in question
- mark the tapes in question as "manually recycleable"
- pull the tapes from your jukebox so NetWorker can't recycle the tape
  (and overwrite the current data).
