        Do you have another pool that holds incremental backup data (or
level 1-9 data)? A level full will not expire until all of the dependent
levels have expired.

Most likely because one or more save sets on those volumes has not yet
reached the end of its retention period. In order for a tape to be
marked as recyclable, all of its save sets much also be marked as
recyclable. Look at the save sets on those tapes and you'll probably see
what's going on.
