For your incremental pool do you have the levels on set to incrementals
only?  That does explain the bootstrap behaviour..if you let the pool accept
bootstraps it may work but you may not like the retention given to the tape
by the bootstrap (the servers's retention).

Out of curiosity,  if one has a pool set to only accept incrementals,
indexes and bootstraps  how does one backup a Windows Client;  a Windows
client will backup the SYSTEM DB at a full level and indexes at level 9
most of the time??

Sorry I have only more questions...
