I keep getting this message as well but the device is doing a backup. I
guess I want to know why it's in a critical state if the device is
performing a valid backup?

This means that there is an outstanding mount request for a particular
volume required for a restore in progress or for a clone operation. It
has reached the critical stage because it has been outstanding for a
while. The reason that the mount request has not yet been satisfied
could be that the volume is not available or that there isn't a device
available to mount it on.

I don't know why you say that it is annoying, but perhaps that's a good
thing, if the message didn't annoy you, you might not notice it so might
not do anything about it. I bet the person doing the restore is annoyed
that their tape hasn't been mounted yet. :-)
