Generally, you don't clone tapes, you clone savesets that exist on a
tape.

Yes.  Again to be more explicit, if you set a tape to be 'recyclable',
what it does is mark all savesets on that tape to be 'recyclable'.
However that applies to all copies of a saveset, even those on the
original volume.

There's no existing mechanism for different copies to have different
retentions.

You can delete a volume or an explicit cloneid and that will not affect
any other copies of savesets on that volume, or that clone.
