No, they don't. For example, if you use savepnpc for a cold database backup
(pre-command shuts down the database, post-command restarts it) and then
set the schedule to skip certain days. The database will not shut down and
restart on the "skip" days.

With the caveat that you are using a recent version of NetWorker. Some
older versions ran the pre/post even on a skip or a "save -n".
