It can be specified either on the client or on the server. /var/tmp should
automatically be excluded already, assuming you chose "UNIX standard
directives" or "UNIX compression directives" for the client in question.
You can examine the directives used already via selecting the
Customize->Directives
from the NetWorker GUI (not sure if it's the same in the Windows GUI).
If you wanted to do this on the client, you could create a file named
/var/.nsr
with the contents
+skip: tmp
To skip /home/static, you create
/home/.nsr
with the contents
+skip: static
