You would not normally want to inventory a blank volume anyway.
Yes, NW will assume an un-inventoried tape is blank and attempt to label
it when required. If it turns out not to be blank (i.e. a labelled
NetWorker tape, whether or not it is in the media DB) it will discover
this when it reads the label prior to writing, and it will then refuse
to label it automatically.
