As others have said, you need to find out why your tape drives are
moving around. Windows 2000 isn't much help, it assigns device names
dynamically rather than giving you a mechanism to manually set this up
as Solaris does (devfsadm can be run on demand on Solaris as opposed to
Windows just doing its own thing whenever it feels like it). Persistent
binding on a SAN is one possible solution for some problems, and turning
off Removable Storage Service is another.

However, whatever the cause, re-running jbconfig each time is a bit of a
sledgehammer approach to reconfiguring the drive order. It is very
disruptive and forces you to run a full inventory afterwards. It is much
simpler just to change the drive order in the jukebox configuration
using the GUI. This only takes a minute.
