I've seen this once or twice. In my case the culprit was something about
the fact that NetWorker had not cloned the saveset correctly the first
time, or it was incomplete somehow. As I recall it saw that it already
had that same ssid on that tape and didn't want to reuse that tape for a
second attempt when I tried again. I then created another clone volume
and tried and it worked to the second one. I then went back and cloned
something else to the first one because I knew that it still has space
on it.

Try cloning something completely different to the affected volume, and
usuming it's not full, I bet it will work.
