Recently I had similar problems, Dawina reminden me to have all recent patches
on solaris 9 (I use Sol 8) and that LTO2 is not officially supported. There
is no media type LTO2 in 6.1.2 it is there as of 6.1.3. We upgraded to 7.0.

The st.conf is not realy needed in my case as the IBM LTO-2 tapes are nativly
suported in the /kernel/drv/st binary

in my case I could check that with:

strings /kernel/drv/st | grep -i IBM

thet should give the same hardware string as comes from the inquire command in
/etc/LGTO. ( by the way it is in /usr/sbin on networker 7 )

in my case strings /kernel/drv/st | grep -i HP ,gives me
HP Ultrium LTO 2
HP Ultrium LTO
