Does it mean that I have purchased wrong licenses? all of my clients and
networker server are on windows 2000.

This is the platform licence for windows, this enables you to run windows
clients (for example: you need it only, if your backup server is a linux
environment or other platform).

Example:
Backup Server = windows you need for all clients sufficient "Client
connections as pack Qty 1 / 5 / 25.

You have additional x clients with platform linux / MAC OS and so on - than
you nedd for every platform
"1 NetWorker ClientPak" one for Linux, on for MAC OS

and so on.
