Is your networker server started? Also if it is check to make sure that the
portmapper (rpc) service is running. Also if it is not I recommnend that
you lock this service down to the networks that need to use RPC.

After running jbconfig, I receive the following message, but am able to
configure the device, so I just ignore the messages:
cannot connect to NSR service on {server-name}
jbconfig: RPC error: Program not registered
