Maybe I am missing something?

I believe that incremental backup look for which files have the archive bit
set once they are backed up - it clears the archive bit?

Is it possible that the when you create the BCV that is doesn't clear the
archive bit?

The archive bit only applies to Windows systems. I would guess that the
system in question is Unix.

The archive bit is not the only thing that Networker looks at (unless
they changed things again). They also look at create time and modified
time. I had a problem with my Win95 machines several years ago where
many file were always getting backed up, even though they didn't change.
Legato finally tracked it down to the create time being screwed up
(actually, it was completely invalid). This was with 5.5, so who knows
what Legato's done since then.
