For these files, are atime, mtime, and stime all the same, even for new
files?  If they are, there's really no way for NetWorker to know that the
file is new in the abscense of some huge overhead -- the client could
contact the server and ask "did this path exist last time?".

When the files are created, does the timestamp for the *directory* get
updated at least, or is the process that's creating them managing to
override that too?
