I have worked on these same types of problems with Legato since going to
6.1.3.  I have since receive a "hotfix" for nsrjb, nsrd, and ansrd.  Since
the nsrd and ansrd binary replacements, I have seen the best performance yet
out of the 6.1.3 version.

There are some bugs in 6.1.3 with cloning and the way it handles tape
management and nsrmmd processes tied to the devices doing the clones.  If
you have not done so already, contact your support team and have tem
research current known clone issues that perhaps has not yet been released
in publication to the general public.
