Hang on... it took until this posting for me to realise what you are trying
to do. You are trying to recover a file to a Unix machine that was backed
up by a Windows client? Now wonder it's not working, this is flat out not
supported. I assumed you were running the CLI recover command on a Windows
machine, but on closer inspection you are specifying a Unix directory for
the relocation.

You must recover Windows 2000 files to a Windows 2000 machine. There is no
cross-platform recovery in NetWorker. Even different versions of Windows or
different flavours of Unix often will now work. Legato will categorically
not support what you are trying to do and this is well documented.

Your solution is simple - recover the file to the same platform as it was
backed up to. You can still control this from your Unix machine if you
like, but the destination client must be Windows.
