This can be a tricky error to get hold of.  The first thing I always ask is
Did this ever work before?

A "Cannot make TSA Connection.." could be caused by an improper TSA.NLM
suite from Novell. Do you have the latest ones?

Do you get the same errors if you try to initiate the backup via the command
line, using "savegrp" from the Windows NT server?

Also, have you tried to restart the Networker services on the Netware box?
(either by rebooting, or by UNLOAD networkr & NWDOWN and then restarting)?

I was able to backup manual from the netware client. I got error message
below when I backup from the server.

Client: Netware 4.11
