This scheme should work even within one client definition when the skip
directive is located at the top level.
This scheme actually works and provided good throughput.
There are some unpleasant consequences however at this time...
At recovery time, not all backed up directories are displayed even
though the indexes are ok.
This has been acknowledged as a bug on NW 6.1.3 & NW 7.0 on Win2k
(LGTpa52987) and has no fix yet.

Multiple savesets from one partition is slated for a future release of
Legato 7 (but don't hold your breath).
I have considered but not tried setting up 2 client definitions on
specifying suitable indvidual top level directories and the other with a
save set of all but a using a directive that specifies skipping the
directories used in the other client definition.
eg.
one client definition :-
unix standard directive
save sets - /san/one /san/two /san/three
2nd client definition :-
unix special directive - skip /san/one /san/two /san/three
save sets - all

That way you get the multiple streams from one partition and catch
anything
that gets added on - of course you still have to micro manage it for
load
balancing etc.
