Solution Title: Error: 'RAP error: Unable to grant SERVER (UNIVERSAL)
CLIENT license: Too many clients. Maximum is 35'

Here is the solution:  
A documentation bug is filed LGTpa51164 to overcome this issue. Below are
the details: The information to correct this licensing issue caused due to
upgrade to 6.1.3 
should be documented in the release supplement of 6.1.3 and 7.0. The
problem 
will affect customers who are having very old base enabler codes that are 
incompatible with Networker 6.1.3 and above. The symptom of this problem is

seen when the backup of a new client can fail with the following error 
message:

Unable to grant SERVER (UNIVERSAL) CLIENT license: Too many clients.
Maximum 
is 1

Below are the instructions a customer can follow to install/update the new 
enabler, that can be obtained by contacting Legato licensing:

1. Shutdown Networker server.

2. Make a copy of the /nsr/res/nsr.res (Unix) or ../nsr/res/nsr.res 
(Windows). This will serve as backup copy incase the update is not done 
correctly.

3. Restart networker server.

4. With the base or update enabler provided do the following:

a. from a command shell run:

# nsrcap -vc <enabler-code> OR
# nsrcap -vu <enabler-code>

If this fails, record the failure message, prefrably the exact output of
the 
command including the command itself. Then go to step 5. If this succeeds, 
then run and capture the output of:

# nsrlic -v

Look in this ouput to ensure the "Available:" (near the start of the
output) 
has the correct number of licenses. Run the client backup that failed
before 
to ensure its working.

5. This step needs to be executed only if the above fails.

a. Shutdown networker server.
b. #nsradmin -f /nsr/res/nsr.res
c. vi (for visual mode). For windows run a query to select the license 
resource.
d. From the 'command' section, choose [select]
e. From 'type' select [NSR license]
f. Delete the base enabler..This would normally be the license that has 
something like 'Networker for Unix, Network Edition' in the name field. g.
Confirm the deletion. h. escape, then quit nsradmin

6. Start networker server.

7. Enter the new enabler using:

#nsrcap -vc <enabler-code>

8. Verify the licenses by doing nsrlic -v and then testing the backup.

9. If the above fails contact Legato Technical Support. 
 

Here is the problem or goal:

After upgrading to networker 6.1.3 the backups failed 
 
Unable to grant SERVER (UNIVERSAL) CLIENT license: Too many clients.
Maximum is 1 
 
nsrlic -v reports only '1' available server license, when there are 70
licenses
