Savin,

   First off, before running the restart, the value of Client Retries needs
to be increased by at least 1 over what it was when the group last ran.
Second, I've noticed in 6.1.3 a bug where the savegroup completion 
notification for a restart run omits some status information which had
been previously listed in the original run.  This doesn't seem to affect
restart processing though, only the review of restart results.  Anyway,
from what you're describing, I think your restarts aren't running because
the Client Retries value has been exhausted.
