It's a Legato product designed to compliment NetWorker. It is for Backup
Operators and allows an admin to assign specific rights for operators on
NetWorker servers. Legato bought the code from another company, it used to
be called BOM (Backup Operations Manager).  It is not free, though you can
eval it for free.
