[Networker] recovering files and tapes needed

Bafflement today.  I want to recover some files from about 10 days ago.
Using recover, I add the files,

Recovering 85 files within /export/home/1/deb/into
/export/home/1/deb/recover
Volumes needed (all on-line):
        Full.015 at DLT2
        Incr.022 at DLT2
Requesting 85 file(s), this may take a while...
Total estimated disk space needed for recover is 312 KB.

But, the first tape asked for is Full.018 (which, of course, isn't online),
and this wasn't even listed by the "vol" query.

Why does NW think it needs Full.018?  To get the bootstrap info? nsrindex?  
Why wouldn't recover list that when queried for which volumes it needs
to do the work?
