Checking for @PASSWORD@ and failing to
run is quite reasonable. However, during the installation process
(before running) the @PASSWORD@ as well as a lot of other
variables should be replaced. In the case of @PASSWORD@ it should
be replaced by a random string by openssl. Perhaps the packager
(Simone) did not make openssl a package dependency.

It sounds like they (CentOS/RedHat) have badly messed up the packaging.
Last I looked the startup scripts grepped for "PASSWORD@@" and refused
to run with "Set the password for your bacula!" if they found it.
I.e. yes, this is on purpose and no, they didn't mess up the packaging.
