Thanks for doing the tests. Yes, I think there is likely a bug here. I would appreciate it if you would copy and paste what you wrote here into a bug report as you suggested :-)
Best regards,
Kern

Hello Kern,
I have been running some tests and it seems that the "Set state=error or
double code" appears always for options wildfile, wilddir, regexfile and
regexdir. I run tests with the option "wild" and "regex" and they gave
no error:
1) using wild = "*.data*" and regexfile = ".*" (for regexfile the error
appears in the trace file).

bacula-server-fd: job.c:1256-81 Set state=error or double code. Subcode=70.
2) using wild = "*.data*" and regex = ".*" (using these two no error
appears in the trace file).

It seems to me that Item "WF", "WD", "RF" and "RD" are giving the "Set
state=error or double code" messages (I introduced the "Item" word and
Subcode=%d for debugging). If you think this is a bug, I can open a bug
request with more detailed information.
In the output there was an error from the FD when debug information was
turned on. It pertained to the Exclude = xxx that was in that particular
email.
The FileSet shown below looks perfectly good to me. Note: in some older
version, there was a problem with compression when both libgzip and
liblzo2 and their development versions were not loaded on the machine
used to build the FD. This is currently fixed, so I would recommend you
move up to 7.4.x if you can, but that is not always so simple.
Best regards,
Kern
