Joanna,  We had a similar situation, but with file volumes on removable
vchanger magazines.

To work around this issue, we wrote a script to determine which
magazine(s) were currently inserted, and then in the db, set the
"Enabled" field to '1' for the available volumes, and set it to '0' for
all other volumes.

This script is vchanger and disk-based specific, but it might send you
in the right direction.
