The most probable answer is that it is a separate mount point.  Check the
output from the backups where only "/etc" was listed and it should
indicate that the "/etc/raddb" is a separate filesystem and that it will
be skipped.

If I don't have direct access to the client systems being backed up, I
request a copy of their "df -h" command.  Anything of interest gets a
conversation with the owner of the system.
