Perhaps I'm imagining things but are you trying to start the director (bacula-dir) with the config for the storage daemon (bacula-sd)?
I'd try the same with "bacula-dir -d 10 -t -v -c /etc/bacula/bacula-dir.conf" and see what that does.

P.S.: because of this the error it spits out it completely logical as a Storage entry in the director config cannot have a WorkingDirectory definition ...

Config error: Keyword "WorkingDirectory" not permitted in this resource.
Perhaps you left the trailing brace off of the previous resource.
: line 16, col 19 of file /etc/bacula/bacula-sd.conf
WorkingDirectory = "/var/spool/bacula"
