I ran chown -R bacula:bacula /backup to ensure that the bacula owner 
could access the file system, and my first test backup worked! This was 
the bacula master, and that backup ran fine.

I decided to try a run a remote backup, and this failed, so I guess I 
have a different problem somewhere!
