Your configuration is perfect.
In my opinion its a "bug" - or maybe something related to this new 
feature (I think its not in your Bacula version): " - Project 23: Add 
Maximum Concurent Jobs for Devices to balance load between drives.", 
witch I never tested but think could Bacula behave like you said.
