Have set 'LabelMedia = yes' in the Device config for FileStorage?
  
Here is the excerpt from bacula-sd.conf:

Device {
  Name = FileStorage
  Media Type = File
  Archive Device = /home/bacula
  LabelMedia = yes;                   # lets Bacula label unlabeled media      
  Random Access = Yes;
  AutomaticMount = yes;               # when device opened, read it            
  RemovableMedia = no;
  AlwaysOpen = no;
}

Does this explain it?
